FILM CREW ADVANCEMENT PROGRAM (FCAP)

For Individual Film and Television Production Companies

WHAT IT IS
FCAP is an incentive for production companies to help create more job opportunities for New Mexican film and television crew professionals working in primarily, below-the-line job positions. A production company is reimbursed 50% of a participant’s wages for hours worked by the qualifying crew member in specialized craft positions (up to1040 training hours available per position). This on-the-job training program is in addition to the 25% film production tax rebate. Qualifying New Mexicans who are interested in adding a new skill set or are

ready to move to a higher position within their craft department may participate. After being in this program, a New Mexican crew member potentially comes away with two or three film or television credits in this position to be hired on their own merit. This program may also be used as a negotiating tool for the potential participant and/or their mentor during the hiring process.

HOW A PRODUCTION PARTICIPATES
When local production offices are established, the production company must submit the FCAP Application Part One to the New Mexico Film Office (NMFO). Production companies must submit a contract provided by the NMFO prior to principal photography and submit completed applications by participants prior to NM wrap. (Applications will be requested by the first week of principal photography). The invoice for reimbursement is submitted with payroll reports when training hours are completed. Interested production companies are asked to request a meeting with the NMFO Workforce Administrator to review all program processes and requirements as soon as the local production office opens.
